I believe you are referring to the synchronization between ACT! and Outlook. Here is an article with information for this option: KB Article 26813.
Another option would be to export your ACT! contacts to a Text Delimited file and then import that file into Outlook. You could also use the Contact List > Export to Excel function to create the file.

I am aware of syncing - but as per Act Marketing they make the statment that you can Create a New Outlook Contact from Act..
I set up sync with - new contacts / updated contacts
made new contact - outlook test - added email
ran sync twice
Contact not added to Outlook!
have followed KB articles on syncing
Part of my sync problems may lie in a line in the KB - sync will stop working if you MANUALLY delete contact ( How else are you supposed to delete
