Clearing activity, schedule follow-up activity does not go to activity type first?

When I click to clear an activity in ACT!, enter my comments and then click to follow-up at a later date, why is Activity Type not the first field available to designate or change? It would be more intuitive for the Schedule Activity window to pop-up to the Activity Type first and then to date, time, duration and so forth. The >Tools >Preferences >Calendar & Scheduling >Calendar Preferences, I see no way to make any change? Also when clicking the Activity Type to change from a Call to a Meeting, the Schedule Activity does not default to the duration and color designated for that Activity Type?
