Changing/Setting Passwords

I'm using ACT 10.0 and have administrator rights. I have another 18 users as well. How come when they click file and go to set password it is graded out and they don't have access? They all have manager rights. I'm not sure what is going on. They were able to this before, but now they can't. Any help will be beneficial. Thanks.

Go into Tools/Manage Users, and for each user, make sure that "User cannot change password" is unchecked.
