Your issue is obviously permissions based. Try running the ACT! program 'As Administrator' and then attempt the restore. To do this, close ACT! > right click on the ACT! icon > select 'Run As Administrator' > perform Restore/Restore As.
If that is not successful, try creating a new folder on the root C: (ex: C:\ACT DB) and restore into that folder.

Thank you for your help. Now I am getting the message, " Could not authenticate user. Verify the user name and paasword, and try again.", even though I am entering the correct user name and password.
Probably, I will have to re-create all the contacts, etc again!
