Rather than downloading ACT updates try letting ACT determine what is needed.
Open ACT and go to help, Act Notifications. It will check your installed version number against available updates and give you the option to download and run them. It may also say you have already installed them.
Another check you can do is create a new opportunity, save it and then try changing the Record Manager. If it hangs ACT is not up-to-date but if it lets you do this then ACT contains update 5 as this was fixed in that update.

Just to clarify it means window admin, not ACT admin rights. (Just in case your not doing the following)
To run with windows admin rights open ACT by right clicking on the ACT icon and selecting Run as Administrator.
