Cannot access database

I have tried to follow all the act knowledge base ideas and steps. I had an ACT rep help on Friday afternoon and he told me that it was my windows credentials and now it's "unglued" again. I don't know what he did... and I used to be able to dial in  my password and it was cool. Has something happened in my computer or my networked one - ie: virus, or glitch or ...

I think it's actually the windows updates and it's created havoc so I can't even do the proper credentials.... any ideas would be great.
