If you could get into 'Tools -> Manage Users' you would be able to see your security role. However I'm guessing this is greyed out also? If your saying "it never used to be like this" there are two possible things that could have happened here.
1. You are logged into ACT! as a different user or
2. Someone has changed your security role.
