My ACT database is locked in single-user and I can't get into ACT at all. I followed instructions from a previous post and downloaded the SingleUserModeError_KB31714 (1) but that doesn't do anything to fix it. I disabled the connection to outlook but have no other ideas as to get around this.

Try running the command from the article again, this time: right click on the file and select 'Run as administrator'. Then test opening the database.
If message stating database is locked (but not single user mode), use the instructions in the following article to unlock the database: KB Article 14857
Note: The ActDiag screens may be different than the images in the article, depending on your version of Sage ACT!.
