Can't define fields even though have Administrator Security Role

ACT 2009 V 11.0 Multi User Environment and 4 out of 6 users have Administrator security role. I am the database creator and have the master database that everyone syncs to.

 

Our sales department admin has Adminstrator security role but her "Define Fields" menu item under tools is grayed out.  Even when I log in on her desktop with MY login it still does not allow define fields access.  From readhing the Help and the ACT 2009 Whitepaper Security it seems like I should be able to allow someone else to define fields. Anyone have any experience with this?

Is anyone else (or a plugin/addon) logged into the database? You not only need to be an Admin, but also to be the only user.

Also, if you are using sync, you can't do this on a remote (subscriber) database.

Is anyone else (or a plugin/addon) logged into the database? You not only need to be an Admin, but also to be the only user.

Also, if you are using sync, you can't do this on a remote (subscriber) database.

Yep....it is a remote subscriber database so that's the issue.  Thanks much!
