I use ACT 2007 V 126.96.36.199 on an XP pro workstation. I transfered the databases to 2003 server and pointed the workstation to it and it worked fine.
I then installed the same copy of ACT to an XP pro laptop on the same subnet. I can see the databases but am prompted for a user name and password when I attempt to open them. I am only allowed one user but the same usernamd and password that works with the workstation does not work for the laptop??
Do I need to install a second copy of ACT on the laptop to access the databases on the server?

In theory if you are logging in as the same user this should work. I would test disable the Firewall in services.msc not from the control panel and see if this lets you log in. If this works then you have a firewall sharing problem.
You might also look at disabling simple file sharing on the XP box
