I am using ACT! by Sage 2009 (11.0) Version 220.127.116.11, Hotfix 1 and I am the only user. I created the database and have always been the administrator, but can't Backup Database or Manage Users because they are grayed out. I have the main database on a desktop and my laptop syncs with this database. Any ideas?

You didn't mention the operating system of your computer, but if it is Vista or Windows 7 - try running ACT! 'As Administrator'. To do this:
- close ACT!
- right click on ACT! icon
- select 'Run As Administraor'
- check for functions being available
