And it's only one user?
Something on the machine must be causing an issue, but I've not heard of this before... so no idea where to look

Does the same thing happen on that machine with the demo database?
Did you do the full uninstall/reinstall?

My only guess, then, might be a video driver issue... try getting an updated driver from the manufacturer.
Failing that, maybe an ACT! consultant or tech support can remotely log in and see if they can see something on the system causing this
