Best way to handle a Remote User

I have a small office and am currently using Salesforce.com.  I am not happy with it as it gets expensive for the level I am at (Professional).  I need the ability to have one or two remote uses access my data to do telemarketing/sales calls.  What are my options?  I know there are remote databases which I can sync (does this require a static IP?).  There is the Web Act Connect.  How does this sync with my local database?  How are user licenses determined?

I don't think this article covers the Act Connect .. does it?

I don't consider it to be reliable enough or capable enough to warrant inclusion.

Possibly the worst product to carry the ACT! brand name

Care to elaborate on the Act Connect comment?

It causes duplication in ACT!
It mishandled international phone numbers
It doesn't support pull-downs and field formatting, as many fields or links in them

I just consider it to be poorly designed.

Can I use a local database AND Act Premium for Web together.  So my local users would use Act locally, but the remote uses could use the SaaS version.  My local Db would need to sync with my SaaS Db.  Is this possible?
