I use ACT Pro 2013, Version 15.1.108.0, I use a local database on my Windows 7 Professional computer. I actually addressed this issue the other day at the end of an old thread that was created some time back. But I fear it that thread may be too old since I have not had a response.
I get this message when I try to back up my laptop.
The directory where the backup goes originally sat in a directory that had an apostrophe in its name. I have since learned (from the other thread) that ACT will not allow you to back up in a directory named in this fashion.
I went back and renamed the directory and took the apostrophe out. This did not work because ACT still wants to place the backup in the old directory with the apostrophe.
I decided to uninstall ACT and reinstall it. This did not work, same problem. I suspect that the uninstall is not really complete since ACT recognized the software serial number after reinstallation.
What do I do, there must be a solution here so I can start backing up again? Should I be uninstalling the SQL Servers? If so, what do I need to know about this?
Thanks.

Thanks Bill for the links, but unfortunately, after following these steps, I still get the same error. ACT still wants to back up to a directory with the quotation marks. I even tried to back up to a remote drive. I still get the same error. Do you have some other suggestions?

also note:
To Change Backup Folder Location in ACT!2013
This option is located in:
Tools > Preferences... > General tab
Change File Type to Backup Location > update Location to desired
Click OK
== update 06142013- User did not have all required windows updates in place ( .net framework update stuff), so the srvspk1 hotfx3 prob was not applied correctly either? Beyond that, the issue may be with the users pc? other issues?
User was able to File/Save Copy of the problemed database and the backup worked for it.
At present time, user still not able to change his ACT!2013 Preferences re Personal File Locations settings.
Problem only partially resolved. He will get with Dell computer re other issue..
