When I attach a document to a customer, can I then delete that document from the original folder that the scanner uses?
Doesn't ACT save the document on their database? so I don't need retain it locally?
I do use a backup service.

You are correct, when a document is attached to the database - a copy of the document is stored within the database (within the 'databasename - database files\attachments' folder).
Retaining the original is going to be a personal preference, but I would recommend allowing the backup service to copy it before deleting it.
