I'm using Windows 7 with Office 2010.
ACT Pro v18 backup Excel and PDF files attached to the documents tab of the contact
If not is there a work around to link Excel and PDF files to a Contact.

I am using ACT Pro v18. In the past, my previous ACT version did not backup pdf files or excel files and I lost a lot of data.
Can you confirm that ACT v18 will backup and restore attached PDF and Excel files.

It works fine for me on v20, but you can test this out for yourself on v18 by creating a backup and performing a "Restore As" on your backup.
You should see that your files are there in the Documents tab, but you could also navigate to the Attachments folder of your restored database to confirm that the files are there.
