Attach to Act, tray Icon

I am using ACt 2009 / Outlook 2007.    Is it normal for the Attach to ACT tray icon to be constantly animated with that arroww thingy moving back and forth?  Ever since I re-installed ACT this icon goes non-stop even when there are no messages to attach.  Of course it turns red with the X, when there are messages it can't attach.

 

I can open it and press the stop button, but it still sits in the tray with the arrow going back and forth??

Is it because it is trying to attach mail that it can't resolve endlessly?

That's probably the case. I did some further digging and discovered a fix that involved deleting the history Queue folder. Seems ok now. It flashes when it's attaching and then disappears. Guess that's how it should work.
