This happened 3-4 times already, every time I had to reinstall ACT. Called tech support the only solution Sage could offer was to reinstall the software.
This is very frustrating if you have to reinstall everytime you restart the server.
We are running SBS 2003.

What happens when you try to start the Protexis service in services.msc? Is the service set to automatically start? Instead of reinstalling ACT!, try a repair from add/remove programs. This will also repair the Protexis service.
If this is a domain environment, you can change the login for the server to a domain administrator instead of Local System.
Also, PM me any case numbers from your previous tech support calls or your customer ID.

Contact Mike Lazarus (GLComputing) here on the ACT! Community. He has an earlier post saying he had a tool that can fix Protexis issues.
