We are running Act! Version 21.0.295.5. Our licensing was supposed to be perpetual. Our reseller contacted us for a renewal, and we told them that we don't want the subscription, but what the perpetual license. Now when we lauch Act! we get the following message:
"The serial number used is valid, however it is not entitled to this version of Act!. Would you like to lauch the license wizard?". If you say no, the program closes. If you say yes, it goes into the activation wizard. I have tried re-activating, de-activating and then reactivating, uninstalling and reinstall Act! and eveything, but I still get this error message. Any ideas how to fix this?

I recently found the same issue.
There is an issue with the licencing component

I then downloaded the update file (.exe) and ran that which installed a new licencing module for ACT.
I was then able to register it again
