Yes. You will need to uninstall .NET 4.6.1 and then install .NET 4.5.2 and hide the update to 4.6.1 so that it won't be reinstalled. This issue has been resolved in Act! v17.2 and Act! v18.

That's probably the better solution going forward in any case. Sooner or later you would install an application that required 4.6.1 or later and it wouldn't work or it would force you to install 4.6.1 and then Act! wouldn't work.
