Act client on database server always needs to be running for syncs?

Hi gang! New Act guy here.

I'm setting up my folks with laptop to run Act from a local copy of the database and to sync. I'm running Act 2013 Pro. I noticed that on my database server I always need to be running the Act client. Is that right? Is there a service that should be running? Thanks!

Not with the pro version. You would need to upgrade to the premiun version to have the sync server available.
