Act Scheduler backup permission not allowing file to be moved

Hi all.  I tried to get an answer for this previously, but the advice I got didn't get the services to adjust the act scheduler.  I adjusted the Log On in Services, but it didn't change anything.  Even when I try to delete the back up I get the error message below.  I need to have the created backup zip files be at a lower permission level.  Can someone help?
