Act Pro V16 Reinstallation

All of my ACT toolbars and registration of ACT in MS Outlook 2013 have disappeared. I attempted to reinstall ACT over my existing ACT and received a message that it couldn't because my installed version was newer. What would be the best way to reinstall my ACT? Thanks!
