Yes. AVG came out with an update that blocks Act!. You need to create an exception for Act!.exe.

Actually for Act! 2013 I think you need to create an exception for actsage.exe.

Created exception for actsage.exe but still it won't start.
Created an exception for the whole folder and still same result.

Try exempting sqlsevr.exe and sqlbrowser.exe and see if that helps.

A minor breakthrough I think!
Switched off broadband and temporarily disabled AVG.
Act! started and got as far as the Welcome page.
Tried to open an existing database - selected database from list and clicked "open database" but nothing happens.
Tried to create a new database but action failed with folowing" ...failed with the operating system error 5 (failed to retrieve text for this error. Reason: 15105)
Does this help in any way?

That is usually a permissions issue. Either on the database, the supplemental files or the database share on the server.

I've also got the following message from Event Viewer:
The description for Event ID 1903 from source HHCTRL cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
