Act Pro 2011 working with Outlook 2010 on Windows 7

Everything was fine, nothing had changed and now when I open Outlook, I get a message saying The Act! Address Book is not properly configured, or the configured database is locked.  Do you want to configure it now? 

It will not let me configure it. 

I tried to remove the ACT database as instructed, but it would not really remove it, so I couldn't add it back.

I tried all sorts of other actions from the knowledge base of both Outlook and Act and nothing worked.  I then tried to restore my computer to an earlier time.  That did not work either.  So now, I can open Outlook, but the ACT address book is not configured and none of my ACT add ins are there, and when I open ACT it's like the first time, but I can't open any database.

The fact that no database will open tells us that there might be an issue with SQL Server, which can also cause the error to occur when opening Outlook. To check this and start the SQL Server, please see the following knowledgebase article:
