Try removing your existing Act address box and reselecting it again

 

Go to Tools > Preferences > E-mail & Outlook Sync

Remove the existing link and add it back.

Close and reopen Outlook.

did what you suggested, same result, sync failed.  I appreciate your help.  running out of options?

The only solution I know and I'm still applying to my customer's systems about once a week is mentioned here:

This will guide you through an Office downgrade, assuming that you are using Office 365 /Office 2016.
