Does the process load when running it from the program files folder?
Can you go to "C:\Program Files (x86)\ACT\Act for Windows" and run the "Act.Outlook.service" process from there
If that still does not load can you check event viewer to see if any errors are returned

Did have a couple of client systems that used Windows update to go from 8 to 10 where this happened.
Rather than doing a lot of problem solving I just uninstalled ACT - re-booted - and reinstalled ACT and it all worked.
