Setup a new blank database on the same network server and drive as the "Problem" database.
2 contacts with email addresses in this TEST database.
Setup the Outlook integration and tested on 2 connected network workstations (changed address book on the network stations and verified the correct TEST address book.)
The 1 minute+ delay while opening Outlook is still there as well as the seemingly random delays
Once again, if I disconnect the address book Outlook opens within 2 seconds instead of 1 minute.
Will try some hardware changes and see what that does for me.

None of these fixes helped at all.
And Act is just loading death slow even just the program, without a databse.
So I put an SSD as a new blank drive and reinstalled ACT with HF5 on that SSD (nothing else on it).
WOW. that thing is lightning fast.
Act loads itself in 2 seconds and loads the DATABSE in another 7 seconds after clearing the password screen.
Might have to delpoy an SSD for each user.
