Act 2013 Won't Start After Reboot

This just started a few days ago, possibly with some Windows 8 updates.  Whenever I re-boot the computer Act will not start.  No error messages, just nothing happens.  I re-installed the program and it worked fine, but every time I re-boot the computer this happens again and Act will not start until I re-install the program (obviously a tedious process).

 

I'm running Windows 8.1.  Act 2013 Pro.  Single user.

The SQL Server is probably not starting up.  Run Services.msc and then right click on SQL Server (ACT7) , select Properties and then select Automatic (delayed start) from the dropdown.  If it isn't currently running press the Start button.

SQL Server (ACT7) is already set on automatic. However, the next entry, SQL Server Agent (ACT7) shows status as disabled. SQL Active Directory Helper Service (no ACT7 reference on this line) is also disabled. Do I need to change either of those settings?

Yes.  Put the SQL server on delayed start.
