Can you provide some additional information:
- What is the operating system of your computer?
- What is the DPI setting of your monitor?
- Were you able to resolve it previously by using the Tools > Customize > Reset Menus and Toolbars, or by deleting your Act! Preference files?

Thank you for the information about your system. Can you check the DPI setting also? On Vista, this can be done by: right click on Desktop screen > select Personalize > in the left hand column, select Adjust Font Size (DPI).
Act! is designed to work with 96dpi, if you have increased this setting - that could be the cause of the missing contacts toolbar.
