After reinstalling Act on a new pc, which is the main database (host) for a 2 user network, the alarms on the host pc do not pop up. I did not do the reinstall, but I've done a few of them before. I can't think of anything that would stop them. The other user's alarms work normally and the 2 pc's will sync. I can't find anything to help. The new pc has Norton antivirus suite, but it gives no indication of anything being blocked. Can anyone help? Has anyone seen this before?

Try with a different database on the machine in question. If a different databases pops alarms, then try running database maitenance.
Check add/remove programs to see if you have any incompatible versions of Microsoft .NET Framework installed. ACT! 2006 runs off of .NET Framework 1.1. If you have any versions higher (2.0, 3.0, 3.5), then try uninstalling them, restart the computer, and test the alarm popup.

I have the same problem with ACT! 2009 for Financial Professionals - Hotfix 1 & 2.
Any help?
