Unfortunately, our company will not permit the upgrade (at this time) and for the last couple of days the error message "The root element is missing" has been displayed each time Act is started from a cold boot. (I don't know about a warm boot).
As a result, I have installed and reinstalled twice in the last 2 days, and it happened again this morning. So before I go ahead and go through the process again, I thought I'd try this route.
I have not set up email preferences as one knowledgebase paper seems to show that email might be a problem.
