I have 3 licenses of v18.1. I was prompted to download v19.1 but how do I know if these upgrades are included or if I need to pay for a new license? I am no longer working with a 3rd party hosting provider and I just have the license key. I do not want to upgrade before I know so that there is no downtime

You would need to buy new licences but I have not seen this prompt before. The welcome screen does advertise V19 so maybe that it what you have seen.
OR It maybe a prompt to load ACT V18.2 which is OK as this is just an update to your existing version but all linked ACT users should be updated at the same time.
If in doubt attach a screen shot of the message on this forum and we can advise you what it means.

If I go to Help-> Act Notifications, a pop-up window in the lower right desktop toolbar says Product Updates Available, click to download. When I click it prompts me to backup database and then the windows says Act 19.1 ready to download. See screen shot.
I would like to update to 18.2 first instead of 19.

I can confirm this update notification is displaying in error.
Please could you send me a screenshot via PM of your Help > About Act! dialog? This will help us narrow down why this occurred to you.
The v18.2 service pack can be downloaded from our download center. Look for Act! Premium for Web v18 SP2 Update - US.
