Initially both buttons were grayed out and I had the MDI error so I went to Preferences Startup and removed "open each view in its own window" check as per a solution post. I have rebooted and even reinstalled ACT.
Now when I lookup all contacts the list view starts first rather than the Detail View and when I click detail view only the first contact shows unless I move down the detail list and click on another contact. The forward and back arrows both work in detail view but only the back arrow in detail view so to advance I have to go back to list view click the contact name and it shows up in detail view by itself and only the back button works which takes me back to the contact in list view.
Any help much appreciated. Thanks Anthony

Update. There was something wonky with the database as the others were working after I used Actdiag to clear the preferences but the database I use daily was still acting up. I copied the database File Save Copy and Create a Copy of the Database. The new databse works fine.
