Our outlook, email contacts will randomly stop synching and need to be reset. Why is this happening? Does it have to do with the fact we use a PopServer?

We need a little more detail here:
What exactly stops working here? Is it email history, or the actual contacts themselves?
What steps are you taking to reset this and make it work again?
What version of Microsoft Office are you running?

Sorry for being vague, wasn't sure how much info and what info you may need. Randomly we will go to email a client either using the ACT Email button or from Outlook and a message will appear that our contact are not synched. We have to then either go through the process of setting it up again or just not synch and copy/paste info into history because it will not link. We are using Microsoft Office Home and Business 2013; version 15.0.4763.1003
