ACT2009 v11- After Adding New Users Database Won't Open - Could not authenticate user...error

We have ACT2009 v11 on 3 machines/3 Licenses and database files on server, after adding new user names (on machine #1) the database won't open, get message -Could not authenticate user... etc.  We setup the 3 users on machine #1, do we need to have the 3 licenses on this machine Each machine has their license and registered.. Have tried the ACTDIAG/Detach/open as ADF etc, still will not open.

There is really only one way to generate that particular error message. An incorrect user name or password.

 

Login as the admin, verify the user name and blank the password out if need be.
