I have upgraded my Outlook to Outlook 2019 - but emails sent are not being recorded in History.
I'm sure it is something simple... anyone have a clue...?

Did you just upgrade Office while Act! was installed? That can often lead to the connection roadrunner email between the two being lost. For the connection to work, Act! should be installed with Office already in place. The most straightforward solution would be to reinstall Act!. That should reinstate the addin connection.
