Thomas, I can confirm the issue resolution as you described it.
ACT! Support walked me through it, after which I was able to launch the application (ver. 21) and open my database.
Assuming C: is the Windows drive:
In C:\ProgramData\ACT\ Rename license.txt to license.old
In C:\ProgramData\ACT\ACTData Rename QLMProductProperties to QLMProductProperties.old
In C:\ProgramData\ACT Rename ACTData (no space between ACT and Data) folder to ACTDataold
You will receive the license registration and activation dialogue pop-ups.
Note: Some of the folders mentioned above may be hidden. To see them, folder properties must be changed to show hidden folders.
Note: There was no need to change my license number.
