Ran the contact report on a lookup of 42 contacts. Only 7 showed up in the preview. Ran the contact report on all contacts and only 79 showed up.
Found a couple items in the KB saying to set the value of HideOnEmptySubReports from Yes to No. Did that but it didn't help.

What version of ACT!?
Did you upgrade your database from a previous version of ACT!?
What other modifications have you made to the contact report?
You may want to copy the contact report from the demo database to your database and see if that works.

I'm running ACT! v11.1.183 HF4. My database was upgraded from a previous version of ACT!. Been using ACT! since 1993.
Have not made any modifications to that report other than to try changing the value of the HideOnEmptySubreport property from YES to NO. This made no difference.
Per you suggestion I copied the Contact report from the demo database to my database. That didn't help.

I need to correct my previous post. I have run the Contact report against the demo database several different ways and in every case it included 36 contacts in the report.
Does this report work correctly on the current version of ACT! ?

It looks to be a problem also under ACT! 22.214.171.124, Hotfix 1 on demo database. Oddly if you exclude all Notes, History, Opportunities, Activities from the report and just run for field data it delivers considerably less pages than running the same but including Notes, despite even with Notes included, there is only 1 page per contact. Needs fixing.

I just tested and all contacts printed both ways and I had the same number of pages both time. ACT! 2011 and the demeo database. I did set the Hide on empty sub-reports to No for all sections.
