ACT! unable to connect to Sync Server

ACT! unable to connect to Sync Server

I am been receiving this message.  I have checked incoming sync is enabled, and I think the network sync service is running. The error message also asks to make sure I am connected to the network.  How can I double check whether the service is running and that I am connected.

 

I have been syncing successfully for 3 years on same computers.
