Have just installed ACT on a Wndows 10 laptop.
Everytime I start ACT, whatever database I open, it says "The database could not be accessed....etc"
This is running as a stand alone system and so there are no firewalls or servers which it has to go through and so I am not sure what this means.
and more importantly the database is full working. It can clearly access the database. It is just annoying to get that message every time.
Any ideas ?

Navigate to the below path on your computer and delete "actnavbar_premv21.ser" file.
or type %appdata% from run window.

thanks for your suggestion but actually this issue went away when I did something to solve the other issue of "nothing in the Lookup box". The solution for that was given on the "How do I rebuild my Act! Preferences file?" page and it solved both issues I had.
