It is partially compatable and I think we can get u wher u want to be?
What exact version do you have now? act/help/about....
yes it appears that Canada most current hotfix = 2..
Make sure you got service pak1 installed.
so now
When you open act!2011 pro services pak1 hotfix 2 for Canada, let it update both of your databases.
then
backup your two databases, ACT! / File / Backup database.
Then backup your personal files; ACT! / File / Backup personal files.
Then,
close ACT!2011 pro
Start / run / ACTDIAG
Use ACTDIAG to delete your preferences / Tools/ Delete Preferences Files.....
you can stop there but, while in ACTDIAG, I would also perform the database rebuild options
Databases, List databases, select desired database
rite click on button on left side of db name, Select the(database rebuild) 3 or 4 db rebuild options,
no need to select the remove accounting links option.
Close ACTDIAG
Open ACT!2011 pro service pak1 hotfix2(Canada)
Setup your Preferences again and let me know how that worked.
There will be more to do.

update - i am out of time for the day.
If you made it this far and you still have issue, at least your ACT!2011 pro service pk1 hotfix2 Canada is current.
that gets us to my original reply/post on page 1:
ACT!2011 is probably not 100% interface-able with outlook2013
- reference kb article re ACT! Compatibility with Outlook2013 http://kb.swiftpage.com/app/answers/detail/a_id/33125/kw/outlook%202013 -
Hope that helps - cheers - FSB
Roy and Karen are basically correct, but I had mine working. As they suggested, I also saw the value in ditching act12011 and and I use mostly act1v17.2 - not because i needed that specific sync feature. Me think'st ACT!2011 is the worst version about loosing data.
I still have and use other older versions of act! on other computer systems.
I will look at this post tomorrow am.. cheers again - FSBill

I started with the Update. Restart the system .. one by one installed the HFix. now I have ACT! Pro 2011 Hot Fix 6. The only thing is the Outlook Sync Preference still grey out.
11-15-2015 05:47 PM
I just checked. The system now showing it is Version 13.1.111.0 Hot fix 6.
11-15-2015 06:45 PM
My latest version is ACT! Pro 2011 Version 13.1.111.0 hot Fix 6.

I followed every steps mentioned at the end the outlook sync preference is still grey out. I guess it is a dead-end?
11-15-2015 07:38 PM
Yes, it is a dead end. Act 2011 will not work with Outlook 2013.
11-15-2015 09:40 PM
ACT! 2011 was ACT! 13 and it doesn't work with Outlook 2013.

For reference, here is the Compatibility Matrix that lists compatibility with different versions of Act! and MS Office.

Are you using ACT! USA or Canada?
When folks read that something can't be done, they take it at face value and give up. The earth would still be flat and I would never have invented, patented, and built Spark Master. reference: http://www.act1.tv/imssparkmaster.html
No offense to those that know a good deal about act! Roy is pretty smart cookie..
Did you try the rest of my suggestion yet? http://kb.swiftpage.com/app/answers/detail/a_id/33125/kw/outlook%202013
So far now, your ACT!2011 pro is up to date and if you ran the actdiag rebuild db options I suggested, your ACT2011 pro is now more sound / stable.
That was not a dead end.
Did anyone else try to help you get to that point?
I do that once a month on my act! databases. actdiag / rebuild db....
Sounds like it is now time to ask yourself if you really need that feature or if you need a newer version of act!
If you decide to upgrade to act!v17.2 pro, your 2011 databases are now in better shape to do just that. Good luck.. FSBill
