ACT Pro v18 Cannot Create 2nd Database

The operating system is Windows 7 Professional on a Dell Latitude.

After Operating System was reinstalled ACT pro V18 was installed

on laptop.  I am the only user/administrator.

I restored the ACT backup and now need to create a second database.

The existing database is not shared with other users nor was "other users"

selected for the second database.

See attached for the error message.

Thanks

Do you halve UD 2 installed? If not I'd try that first.

Also see in user management that your amount of active users doesn't exceed the number of licenses. There seems to be at least one than allowed. Deactivate them and then it should work.

I'm not familiar with UD2; where to check if it is installed, how to download if necessary. Would uninstalloAct and reinstalling fix the issue? What are the steps so there is not a problen with SQL when reinstalling Act. Thank you for helping
