Having Outlook sync issues (2016 365). Tried to update my Pro v19.2 but both update 2 and 3 load then give error stating "this update does not apply to this version of Act, please verify you have the correct update".

As long as you are on 19.2 this download should work without issue: http://cdn.updates.swiftpage.act.com/updates/19.2/act1920update3.exe
If it fails could you provide the full build of Act from 'Help > About Act' Mine shows: Act! Premium (Web) Version 18.104.22.168, Update 3

Here's the result of running update from your link.
I also booted up this morning and got the following error:
"64-bit Act.Outlook.Service has stopped working"
When I opened outlook (64-bit 2016 365) it stopped working and rebooted once.
Only virus prgm running is MS Defender.

Thank you for providing the build number, we did have issue with 19.2.144 not allowing updates.
I have PM'ed (please click the little envelope above) a download link for 19.2.146 which once downloaded and installed should include the updates. It will require you to uninstall 19.2 from 'Control panel > Programs and features' before being able to install the newer build.

Got the envelope and download. However, it's the same file that I reinstalled yesterday after I updated 365 to 64-bit (HP Spectre x360 Convertible) W10 Home version 15063.540.
Should I still reinstall?

I would recommend trying the link I provided as it should attempt to download update 3 via slipstream during the Install.
If it does not install the update it should correct the build number.
