If you are hosting your ACT via ACT for Web, there is not a way to import in that product. Your hosting partner should have gone over this when you signed up. May of the hosting partners will do the import for you at a cost.
Another option is to ask the hosting partner to give you a sync ACT database on one of your computers from which you can do imports.
Hosting partners that provide access to the FULL ACT WINDOWS product thru a thin client (like Citrix) provide an options for your to do all of your own imports. (We provide all three hosting options)

Actually Jon, given the option, I'd MUCH rather imports be done remoted into the server (RDP, Citrix, or even TeamViewer) than via sync ... much more reliable
I often use Dropbox to make it easy for the user to move the files to the server ... or, if small files, even attaching to the My Record can work
