ACT 9.0 contacts export into Outlook 2003

So I followed the guide listed below to export all of my contacts in ACT 9.0 (2007) into my Outlook 2003.

Guide used

Once I try to import into Outlook I get the following error message from Outlook:

---------------------------
Translation Error
---------------------------
A file error has occurred in the Comma Separated Values (Windows) translator while initializing a translator to build a field map.

Outlook was unable to retrieve the data from the file "C:\Documents and Settings\David\My Documents\conygj.csv". Verify that you have the correct file, that you have permission to open it, and that it is not open in another program.

Any ideas?? This is a Windows XP Home machine, no file permissions are set, the file is not in use (I moved it to another directory as a test)

So I upgraded to Outlook 2007 SP1 hoping this would resolve the issue. But the problem still occurs. Has anyone else ever seen this before??

Try opening it in Excel and saving it as a .csv or .txt again.
