ACT 2013 won't open templates - error when merging

We have Office 2010 and ACT Premium 2013 (V16) and whenever we try to open a template (either to edit or merge)  we receive the following error:

Retrieving the COM class factory for component CLSID {000209FF-0000-0000-C000-000000000046} failed due to the following error: 80080005 Server execution failed (Exception from HRESULT:0x80080005 (CO_E_SERVER_EXEC_FAILURE)).

 

Tech support had me rename the Normal.dotm file and it helped for a short time and then the problem came back.  Now renaming the file doesn't fix it at all.  We have 3 users on the same server that have this same issue.

 

Any ideas on a permanent fix?  We are thinking of upgrading to Office 2013 32 bit in hopes that it might fix the issue.  But that won't happen for several weeks.

 

I appreciate any help you might offer.
