On a laptop I uninstalled ACT 2009 and completely (so I thought) uninstalled SQL Server. I then installed ACT 2012 Pro (14.0.572.0). I successfully loaded ACT and converted a 2009 database.
Upon reboot of the laptop and launching of ACT 2012, SQL Server will not start. In SERVICES.MSC I cannot start the ACT7 service manually. Re-booted and tried again, but to no avail.
I suspect there is some remnant of the old SQL Server left behind. UAC is turned off.

Log in as the Local Administrator (not just a member of the admin group), turn off antivirour and UAC.
This article will help you unstall ACT SQL manually
You should then be able to resinstall. (also while logged in as local admin.)
