I recently installed ACT! 2011 Pro on a user’s machine. We'll call this person User2. We have one other person who is using ACT! 2011 Pro as well (User1). We have a server that hosts a database for User1. User2 is able to connect to this database to view the data that User1 has entered. However, User2 is unable to create a local database on his machine. When attempting to do so, I am receiving the error "Unable to create the database. There is an error connecting to the Microsoft SQL Server." User1 does not have this problem when trying to create a local database. User2 is on a Dell Latitude D830 running Windows Vista Ultimate.
I took a look at the SQL (ACT7) service, and it was stopped. When I tried to restart the service, I received the error:
“The SQL server (ACT7) service on local computer started and then stopped. Some services stop automatically if they are not in use by other services or programs.”
In the event viewer, I get:

I also noticed in the event viewer:

I have been reading on the forums here that there are issues with .NET 4.0. I can confirm that this is not installed on the machine, and was not at the time of the Sage installation.
When I ran actdiag.exe, I received the error:
“Could not connect to the SQL server instance, click yes to continue anyway, no to restart actdiag, cancel to close”
After selecting yes, it shows that it is not connected.
I have uninstalled ACT and have tried re-installing, but had no luck. I am hoping that I have provided enough information, and that someone may have a clue as to how I can get this working. Any suggestions would be greatly appreciated. Thanks!

Well, it's definitely an issue with SQL not being properly installed.
If you're willing - uninstall again, then just install SQL and create the ACT7 instance manually as per this ACT! Knowledge Base article -
You'll usually get better errors that way, with ACT! out of the equation

I attempted to re-install SQL Server, and it stopped at “SqlEngineDBStartConfigAction_install_configrc_Cpu32”. The error message that popped up was “The following error has occurred: Wait on the Database Engine recovery handle failed. Check the SQL Server error log for potential causes.”

If I click ok on the error message that is presented “The following error has occurred: Wait on the Database Engine recovery handle failed. Check the SQL Server error log for potential causes”, the installation continues, but shows the Database Engine Services Failed, and then the SQL installation appears to crash with a “SQL Server 2008 R2 Setup has stopped working.” I am able tp click next in the SQL installation window, and it shows that the installation completed with errors and also shows that the "Wait on the Database Engine recovery handle failed."

There is no compression or encryitpion. After removing ACT! and SQL. I attempted to re-install SQL I received the same error in the same spot again. Additional infomration from the error:

The error you're getting "SqlEngineDBStartConfigAction_install_configrc_Cpu32" is one I've seen when the SQL installer seems to believe you already have an ACT7 instance on this machine, hence it can't install a second instance.
<insert disclaimer here that you're doing this at your own risk, your milage may vary, but this has worked for me>
The way to fix that is to remove references to the ACT7 instance in the windows registry. Sage KB 26766 is one I've found to help with that. Once you've done that I'd search the registry for any occurance of MSSQL$ACT7 and delete them.
