I don't think any version of ACT! yet supports Microsoft Excel 2013.

 

If it's 4 times a year, and it's a large dataset, then I'd still consider OAK!Merge (Pro version) as 

1. you can automate (I love automating in case you haven't guessed)

2. it gives wonderfully readable error messages about which records didn't import and why they didn't (invaluable!).

Yikes

 

That makes me a bit nervous about Excel 2013 and ACT but I will take your suggestion and see what I can do.
